The European Union and its Member States are committed to a common, open standard for the timely and comprehensive publication of information on financial assistance to third countries, in line with the outcomes of the 2011 Busan High Level Forum on Aid Effectiveness and the Global Partnership for Effective Development Cooperation. The Directorate-General for Enlargement and Eastern Neighbourhood (DG ENEST) upholds this commitment across its financing instruments — the Instrument for Pre-accession Assistance (IPA III), the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI-Global Europe), the Ukraine Facility, the Reform and Growth Facility for the Western Balkans, and the Reform and Growth Facility for Moldova.
International Aid Transparency Initiative (IATI)
DG ENEST is a participating publisher to the International Aid Transparency Initiative (IATI), the global open standard for publishing information on development and humanitarian resources. Following the creation of DG ENEST in February 2025, the Directorate-General has re-established its IATI reporting, resuming the regular publication of activity- and organisation-level data to the IATI Registry. This data covers financial assistance across the Western Balkans, Türkiye, and the Eastern Neighbourhood region, and is updated on an ongoing basis.

Accountability and reporting
DG ENEST operates within a robust framework of external scrutiny and reporting:
- European Parliament: DG ENEST reports to the European Parliament, including through the High-Level Geopolitical Dialogues, ensuring regular exchange on strategic priorities and the use of EU external financing in the ENEST region.
- Council of the European Union: DG ENEST engages with the Council on request, providing information and briefings on the implementation of enlargement and Easternneighborhood financing.
- European Court of Auditors (ECA): DG ENEST collaborates with and responds to ECA audits related recommendations concerning the management and performance of its financial instruments.
Facility Scoreboards
To provide a clear, results-focused overview of implementation, DG ENEST publishes and regularly updates Scoreboards for its performance-based facilities, tracking disbursement rates per beneficiary, indicative timelines and policy areas across the Ukraine Facility, Western Balkans Reform and Growth Facility, and the Moldova Reform and Growth Facility. The Scoreboards offer a consolidated, accessible view of how funding translates into results on the ground.
As part of its obligation to report to the Council and the European Parliament, the Commission also transmits a background document on the implementation of the Facilities on a bi-annual basis and ahead of each High-Level Geopolitical Dialogue with the European Parliament.
Publication of action documents and evaluations
In line with its transparency commitments, DG ENEST publishes:
- Action documents, setting out the objectives, budget, and implementation modalities of individual programmes and measures; and
- Evaluations, assessing the relevance, effectiveness, and impact of EU-funded interventions, informing future programming and ensuring accountability for results.
Publication of performance data
Each year, the results are brought together into a single picture in multiple key products to outline where we started, what we intended to achieve, and how far we have come.
- The Commission’s Annual Management and Performance Report (AMPR) contains the Programme Performance Statements (PPS) summarising the implementation and performance of all the EU spending programmes for the 2021-2027 period.
- The Annual Report on the implementation of the European Union’s external action instruments, outlining key aspects of the EU’s financial support in a given year for international partnerships, humanitarian aid, foreign policy and enlargement.
