The panel discussion “How the EU Supports the Change in Montenegro,” held at Europe House in Bar on 10 November 2025 ahead of the EU Enlargement Forum, gathered representatives of national and local authorities, the EU Delegation, and academia. Panellists highlighted Montenegro’s strengthened momentum in the EU accession process and the importance of sustained political commitment to meeting negotiation obligations. Speakers emphasised that EU integration is not only a technical process but one rooted in shared values, modernisation, and enhanced competitiveness. They underlined the tangible impact of EU support in areas such as infrastructure, digitalisation, the green transition, agriculture, and entrepreneurship. Local representatives stressed how EU projects and cross-border cooperation provide crucial guidance, practical experience, and knowledge transfer. The discussion also underscored a renewed atmosphere of confidence, noting that the discourse has shifted from questioning Montenegro’s EU future to actively preparing for its eventual membership.
