The EU-Montenegro Stabilisation and Association Council (SA Council) held its eleventh meeting on 14 July 2022 in Montenegro.

Today we have an Association Council for the very first time in one of our partners in the Western Balkans. This shows I think a strong and reinforced message to the whole region how much we not only cherish, but also consider important the partnership…

It is a pleasure to be here and I thank you very much for the invitation, the honour to speak to you here in this honourable parliament and to this plenary. I wanted to be here today with you so that I may speak to you directly, so that you may hear from me how Europe is waiting for you.

On 14 July, High Representative/Vice-President Josep Borrell, and Commissioner for Neighbourhood and Enlargement Oliver Várhelyi will be in Montenegro for the 11th EU-Montenegro Stabilisation and Association Council.

Today, the Commission’s Eurydice Network published the reports “Supporting refugee learners from Ukraine in schools in Europe” and “Supporting refugee learners from Ukraine in higher education in Europe”.

The European Commission has today proposed a new €1 billion macro-financial assistance (MFA) operation for Ukraine as the first part of the exceptional MFA package of up to €9 billion announced in the Commission's communication of 18 May 2022 and endorsed by the European Council of 23-24 June 2022.

I can be very brief, because this is a very defining moment and a very good day for Europe today. I warmly congratulate President Zelenskyy, President Sandu and President Zourabichvili. All three countries are part of our European family, we have never left any doubt about that.
