The EU Enlargement Forum is the European Commission’s flagship initiative to elevate the conversation on EU enlargement as a shared political, societal, and generational project. The renewed momentum for enlargement is a cornerstone of the 2024–2029 European Commission strategic vision. Enlargement is central to the EU’s ability to project stability, prosperity, and democratic values beyond its borders, and within. It reinforces the Union’s strategic interests, supports economic growth and competitiveness, strengthens energy security, and anchors reforms in governance and the rule of law. The EU is actively engaging the most ambitious enlargement agenda in over a decade. For the first time in a generation, the prospect of a bigger Union is within reach.
The time has come to move from ambition to delivery with a credible, inclusive, and forward-looking approach that reflects Europe’s values, strengthens its global role, and prepares it for the future. Enlargement remains one of the Union’s most powerful tools for transformation, and one of its greatest responsibilities. Designed to be interactive, inclusive, and forward-looking, the Forum reflects a wider effort to bring enlargement closer to people and support a truly European conversation about the future of the Union.

Panel I: The Geopolitical Imperative for Enlargement
The EU’s enlargement policy has taken on renewed urgency in the wake of Russia’s continued war of aggression against Ukraine and rising geopolitical competition in Europe’s immediate neighbourhood. Some actors on the global arena are actively seeking to undermine stability, exploit vulnerabilities, and reshape the political and economic future of the Western Balkans, our Eastern neighbours, and the wider region. This panel opens the Forum by setting the geopolitical context for the discussions that follow. It will explore how enlargement supports the EU’s security, foreign influence and strategic autonomy and why completing the Union is essential for safeguarding peace, democracy, and prosperity on the continent. - 11:15 - 11:45Coffee break

Panel II: Enlargement from the Perspective of EU Member States and Regions
Support for enlargement across the EU remains positive overall, but public attitudes are shaped by national contexts, political narratives, and low levels of awareness both about enlargement policy and candidate countries. The Special Eurobarometer on enlargement results show that while a majority of 56% of EU citizens support further enlargement, concerns persist, with 67% of EU citizens not feeling sufficiently informed about enlargement. The discussion will explore how Member States and regions can contribute to a more constructive and informed public conversation that addresses concerns and busts myths, and how internal preparations, including institutional reforms, reinforce a credible and sustainable enlargement policy that works for all. - 13:00 – 14:15Lunch break

Panel III: The EU from the Perspective of Citizens in Candidate Countries
The success of enlargement depends on political will and institutional readiness as much as on how people see one another across borders. This panel brings together voices from sports, culture, and civil society across enlargement partners to reflect on how the EU is perceived beyond its current borders and how those perceptions are shaped by experience, aspiration, and identity. It offers a space to challenge preconceptions and stereotypes that often shape public opinion, particularly in Member States where knowledge of candidate countries and potential candidates often remains limited. - 15:15 – 15:45Coffee break

Getting to “YES!”
Getting to YES! will examine how to complete the accession process: from concluding negotiations and drafting accession treaties, to securing the necessary public support. As candidate countries advance in their reforms, the question is shifting from whether they are ready to join, to how and when they will. That moment requires careful preparation and joint work by all institutions. The Commission, Member States, the European Parliament, partner governments, and other key actors, including business and civil society, each have a role to play in ensuring that once conditions are met, the EU is ready to move decisively. - 17:15 – 17:30

Let’s talk about completing the Union!
The EU Enlargement Forum aims to elevate the conversation on EU enlargement as a shared political, societal, and generational project.

The geopolitical necessity of EU enlargement has never been clearer. The concept of gradual integration could inject new momentum into enlargement, yet several hurdles must be overcome to fully leverage its potential. To discuss the challenges, opportunities, and real-world practicalities of gradual integration, on 6 November, Carnegie Europe will host a public event with Stefan Lehne, senior fellow at Carnegie Europe, Gert Jan Koopman, Director-General of DG ENEST, and Iliriana Gjoni, research analyst at Carnegie Europe. The discussion will be moderated by Carnegie Europe Director Rosa Balfour.

Ahead of the publication of the European Commission’s annual enlargement package and the EU Enlargement Forum, CEPS will host a high-level discussion featuring Ambassadors Petar Marković (Montenegro), Ferit Hoxha (Albania), Daniela Morari (Moldova), Agron Bajrami (Kosovo) and Oksana Diakun (Ukraine), alongside Gert Jan Koopman, Director-General of DG ENEST. The debate will explore how enlargement can advance Europe’s security, prosperity, and geopolitical strength, and how the pre-accession process can best reflect these shared strategic objectives.
